From 2025, the Renewable Building Act will include a new siting permit for clean transition industries. The aim is to accelerate clean energy investments in Finland.

The siting permit will be issued by the municipality's building control authority, streamlining the permitting and construction of industrial projects by allowing them to be sited without the need for zoning. However, as before, the environmental impact of projects will have to be assessed.

Such a clean transition project could be, for example:

• a renewable energy plant
• an industrial project for electrification
• hydrogen production and recovery
• carbon capture, recovery and storage
• battery factory.

It is essential that the project does not produce or use fossil fuels.
